The meeting was called to order at 5:02 p.m.

Deputy Director of City Clerk Services Turner called the roll.

Led by Councilmember Morineau.

The proclamation was presented.

Mayor McCann announced, pursuant to AB 23, that he and all Councilmembers would receive $50 for their attendance at that Housing Authority meeting, held simultaneously with the City Council meeting.

Item 5.4 was removed from the consent calendar at the request of Mayor McCann.

City Attorney Verdugo announced the existence of council conflicts on Item 5.5 and requested that Councilmembers share the nature of their conflicts.

Mayor McCann disclosed a potential property-related conflict on Item 5.5(b), and Councilmember Morineau disclosed a potential financial conflict of interest on the entire item.

City Attorney Verdugo announced that Item 5.5(b) required a 4/5 vote and that under Government Code Section 87101, the rule of necessity applied, allowing a member with a financial interest to participate in a decision if their participation is legally required for the decision to be made. However, because Councilmember Morineau's conflict pertains to regulations under the Code of Federal Regulations related to HUD grant funding, she was not allowed to participate under the state law rule of necessity. Consequently, Mayor McCann was permitted to vote on this item despite his real property-based conflict.
