General Public Comments: Twenty-one (21) minutes are scheduled near the beginning of the meeting. The first seven (7) speakers will be heard during the first Public Comment period. If all registered speakers present at the time address the City Council during the first Public Comment period, there will be no continued Public Comment period.

AGENDA SECTIONS

Consent Calendar items are routine items that are not expected to prompt discussion. All items are considered for approval at the same time with one vote. Before the vote, there is no separate discussion of these items unless the Mayor or a City Councilmember removes the item from the consent calendar. Items removed from the consent calendar are heard as action items.

Public Comment provides an opportunity to address the City Council on any matter not listed on the agenda that is within the jurisdiction of the City Council. Under the Brown Act, the City Council cannot take action on matters not listed on the agenda.

Public Hearings are held on matters specifically required by law.

Action Items are items expected to cause discussion and/or action by the City Council but do not legally require a public hearing.

Closed Session may only be attended by members of the City Council, support staff, legal counsel, and others as specified on the agenda. Closed session may be held only in very limited circumstances as authorized by law.

Resolutions are formal expressions of opinion or intention of the City Council and are usually effective immediately.

Consider Forming a City Council Subcommittee on Outdoor Dining

Resident

Clear overreach of the Development Services Department yet again. Working against their corrupt Gaylord Bayfront tourism push as parklets demonstrate the vibrancy of Third Avenue. Don’t understand City Manager Office’s agenda here as parklets are a demonstrated success.

CV Resident

The City should not remove existing, previously-permitted parklets, even if nearing end of existing deadline, if it is just going to end up allowed again. Waste of money. I use outdoor dining spaces more than indoor, there is already plenty of street parking and more importantly parking lots and a parking garage. If we are building more housing near this corridor, let's make it fit more people and be more pleasant for locals to walk to. Drivers can park once, just maybe not directly in front of the business (this is already often the case due to geometry). In general I support the subcommittee, with the caveat to extend existing permits.

CV Resident

The City needs to reconsider removing the existing parklets. Federal grant funds were used to pay for these improvements. If the City wants the businesses to remove the parklets, the general fund should reimburse the federal CoronaVirus relief funds that were used to pay for these improvements. If I recall, the parklet improvements was provided as a grant to the business owners. Since federal funds were used, the parklets should be ADA compliant as the businesses submitted plans to the City for review and approval.
