My family has lived in San Miguel Ranch since 2004. Our local park is Mount San Miguel Park, built in 2006. Our community has a history of wildfires. For many years, the trees and vegetation in and around the park were very poorly maintained. There were lots of overgrown, dried out, dead or dying trees and plants. When the fire marshal came to a community meeting here in June, 2024, we pointed this out to him. Since then, major steps have been taken to remove or trim down the worst of the trees and plants. More needs to be done, but I would like to commend the City for moving in the right direction. Mount San Miguel Park is dominated by two large ball fields. Leagues play there throughout the year bringing in many people from out of the area. Unfortunately, there is a long history of these visitors leaving behind large amounts of trash. When we visit the park, we are always dismayed to see the wrappers, straws, bags, cups, plastic utensils and cigarette butts on the ground. Can the City do more to prevent the litter problem? Don't the leagues pay the City to utilize the ball parks? I ask the that City devote more funds to keeping our park clean. More signs and receptacles may help. After all, a park kept clean usually stays cleaner. Thank you for your attention.KarlieI have been going to this arena since I was a kid and have rode horses there every year. You can’t take away the only place horses are safe in the area. You are also taking future kids memories away when you remove the arena. The arena is now at risk of demolition.. wasting taxpayer money on tearing down a fully functional public facility only to replace it with yet another set of lighted soccer fields. Chula Vista already has 85 multipurpose fields.. and only one equestrian arena. I would hope that Parks and Recreation Commissioners support a diverse park system and take pride in a facility that is rare not only in Chula Vista but across San Diego County. This arena also represents a sport that is 75% female, and it remains a proven large-animal wildfire evacuation site — something no soccer field can ever replace. If you are not here to speak up for this community, for this historic and marginalized group, and for the preservation of our only equestrian space.. then who will save the arena? Right now, it appears that answer is: not you — because you're not here.Moved byChair CalvoSeconded byVice Chair PadillaCommission approve excused absences. Along the way, the kids often stop to play with dandelions — but we also frequently come across gopher mounds with exposed metal traps. I’ve had to supervise closely to keep the children from touching them. Last week we made the same walk and saw fresh gopher mounds again, but thankfully no metal traps this time. I’m relieved my grandchildren didn’t discover a trapped or dead gopher. If metal traps are being used, they must be checked early in the morning and removed during the day, as children can easily find them and could be seriously injured.Received public comment by resident Cesar Javier and Jan Buddingh Jr. Director Carson invited Park Manager Schreck to speak on the field conditions and land over use.5.3Rohr Park Master Plan Informational Update by Director Carson Attachments | Public Comments1.Post Comm - 5.3 ALL Emails.pdf2.Post Comm - 5.3 Written Comment.pdf3.5.3 Rohr.Park.Master.Plan.Update.11.20.25.pdfJeff J.Let the horses stayElite?Let’s ask the average person in Chula Vista what elite is. There's only one horse riding arena, all the others have already been taken away from the horse community. For many years kids and adults have been using the park arena that don't have an arena available to them otherwise. It has helped the lower income people that can afford the large piece of property that is so minimal there to have an arena at home. Can't afford to board where there is an existing arena at a boarding facility. The many trails that lead to this arena from so many different directions makes it very accessible, whether you're riding to it or trailering in. Please, don't take away the last of a great place for the kids and adults to use for their love of horses, and learning a outdoor sport that also teaches a huge responsibility of the care and love of an animal. This beloved space has been a cornerstone for equestrian activities, providing a safe and accessible place for people of all ages and skill levels to connect with horses and nature. The proposed conversion of the arena to a soccer field would not only displace the countless individuals who rely on this space but also erase the park's equestrian legacy. The arena's purpose-built design and prime location make it an ideal hub for horse riding, training, and community events. We're not asking for special treatment, but rather for the preservation of a vital community resource. The Equestrian Arena at Rohr Park serves the people, and it's essential that it remains dedicated to its original purpose. We urge you to consider the impact of this decision on our community and the countless memories made at this arena. Let's work together to find alternative solutions for soccer fields and preserve the Equestrian Arena as a haven for horse lovers and a testament to the park's rich history.Ann GenzThe Rohr Park Horse arena has always been a part of Chula Vista landscape. Horses need space to run, trot, and have a safe place to go during a natural disaster. I oppose the removal of their space, as it was given by the City of Chula under 2010 California Code Public Resources Code Chapter 2.5 Preservation of Public Parks Public Resources Code Section 5400-5409AllisonI have been riding horses in this arena since I was toddler. Taking this arena impacts the horse owners and the community. Every time I am at the arena I am always engaging with the community. Allowing people to pet/brush sometimes even sit in the saddle for a photo. Taking this opportunity away from the community to engage with horses they normally do not have access to is so disappointing. There are soccer fields all over Bonita but only one horse arena. Please let it stay. dee kenvillePlease don't take another horse facility away! They are getting to be precious few these days!!! Erin SeemThis park is used by so many equestrians . It should not be replaced by anything. There must be other properties that could support a soccer field. Horses are a very important part of this area. So many kids have ridden here and use this arena. Please reconsider your closing it. Thank uouMichael GenzI rode and learned how to maneuver a horse from the community. Jane DuprayAnyone who owns horses knows how important it is to allow your horses to run. Judith Sullivan Another bad decision Bonita is horse country and needs that arena. You are killing a cherished lifestyle.Betty RamosIt’s not right do demolish the equestrian area unless you are going to replace it which that’s not part of your plans.John Zee We need to accommodate the horse community. They are a unique and important part of our south bay chula/bonita lifestyle. Michelle HarmsHello, I oppose the Rohr Park plan that eliminates the equestrian arena. This equestrian arena existed when the park was under jurisdiction of the county and passed to the jurisdiction of the City of Chula Vista to be the steward of the arena, not to be the eliminator of the arena. I have lived in Bonita in the same house for 45 years. Bonita is recognized as an equestrian bastian for all county residents to have an opportunity to access. Chula Vista, on the other hand, is recognized as and exists as a sprawling housing suburb. There are areas of Chula Vista that have been annexed to accommodate new soccer fields for the residents of the housing suburbs. As the head of city recreation department, you are very well aware of the two community distinctions and the reason there is an equestrian arena in Rohr Park that absolutely must remain. Respectfully, Michelle HarmsChris FlatmoeHello Chula Vista Decision Makers, The purpose of this comment, thank you for allowing public comment) is to express my concern about closing the horse back riding arena in Bonita. While I am in favor for providing kids with more play space, converting the riding arena in Bonita will come at a great cost. To be cear; many, many horses will either be separated from the owners or result in having to put horses down. There are many grass fields in and around Bonita that I am sure can accommodate kids soccer - just a matter of coordinating the scheduling. In addition, kids learn so much from caring and riding horses. You cannot replace that with soccer fields. Please keep equestrian riding car love and riding open in Bonita. Do it for the current users of the arena and do it for the next generation of riders - kids. Best, ChrisMichael Macias As a longtime resident in the South Bay Area I have very fond memories of my dad taking us to ride and admire the beautiful horses that ride through the park. I have been taking my children there also and would like to take my grandchildren there. It would be a shame for the city to take that away from our community. I strongly OPPOSE to that decision. There are many other cites that can be used for soccer fields though out the city. I ask to Please re consider. Respectfully, Michael Macias Kristen GillseyThe horse park is more necessary than the soccer fields. Especially for their safety during wildfires. Soccer fields are already abundant. Maria KamilleI want my babies to ride horses, keep the horse arena! Calvin RuckerOne of the nice aspects of running in Rohr park is seeing horses in the horse rings. It gives you a feeling of open spaces, it would be a shame to lose this aspect of Rohr park.EI want my grand kids to be able to learn to ride in Rohr park.Fernando Bonita is known for having horses for many many years now and with so much memories that arena is dear to many of us who learned how to ride a horse there, to socialize with others who have horses and where we feel safe using our horses and horses feel free and have fun with other horses. I oppose the idea of making a baseball field giving the fact that theres so many other places in that park to do that project in. Making that field is like destroying years of memories, sweat and tears, to many this arena means more than you think. Shelby BeardI remember when my Uncle and Aunt first moved to Bonita from Balboa. It seems so long ago but one of the beautiful things about this area is it’s still reflects old school San Diego, the city I was born and grew up in but so much has changed. I love this area and the horses are a big part of this area and San Diego history, so don’t take that away from this community. There are lots of areas to build fields so look for those run down areas that need a change. My children have been riding with my Uncle and Aunt practically since birth. We have so many fond memories of the area with not only my kids but their friends. My kids are now 26, 22 and 19. They all still visit and always go to see and ride the horses. If you take away the arena where do they ride, how does the community of horse families exercise the horses locally without transporting long distance on the freeway. How do they continue to educate the community of the importance of these beautiful souls. You have the opportunity to keep this community in tact, I live in an urban area where farm and horses are part of us, it’s inclusive not restricting. All of our crosswalks even have a higher button to push to walk across major streets so they don’t have to get off horse to cross over the street and continue onto the back trails that are shared with horses, runners, & bicycles nobody is denied access. You can make a difference the choice is yours, please do it for the spirit of the horses. Leave Rohr park with the arenaBillIt is rather odd that powers that be would take a facility dedicated to horsemanship in all its glory and spin it off to become a soccer facility of which there are many. Horsemanship facilities are very limited in number and areas zoned for horses. There are many soccer fields in the area! This projected move does not seem to serve the residents in the equine zoned area of the county! It does make one wonder why!Kevin Smith Keep the equestrian arena. No brainer. For many local families, kids, therapeutic riders, or people who board their horses elsewhere, this park and its arena are the only place to ride, train, or socialize their horses. Removing the arena would waste taxpayer money by destroying a facility that is actively used, historically valued, and deeply needed. For more than 40 years, families have created memories there.. parents teaching children to ride, and now grandparents teaching grandchildren. The arena is also a proven large-animal evacuation site during wildfires, an essential public-safety resource that no multipurpose field can replace. Equity matters.. 75% of equestrian participants are female, and eliminating the arena removes one of the few park facilities that serves this demographic. The Deed Says: "COVENANT OF OPERATION AND MAINTENANCE: The City of Chula Vista, its successors and assigns, covenant that (1) the above described property shall forever be operated exclusively for public park, amusement or recreational purposes for the benefit and use of all residents of the County of San Diego, and; (2) said property shall forever be maintained . . . equal to or above that of other improved parks of the City of Chula Vista. . .Violation of this COVENANT shall entitle the County of San Diego to reenter and reposses the property. Let's work together to find alternative solutions for soccer fields and preserve the Equestrian Arena as a haven for horse lovers and a testament to the park's rich history.Ann Genz (Oppose)The Rohr Park Horse arena has always been a part of Chula Vista landscape. Horses need space to run, trot, and have a safe place to go during a natural disaster. I oppose the removal of their space, as it was given by the City of Chula under 2010 California Code Public Resources Code Chapter 2.5 Preservation of Public Parks Public Resources Code Section 5400-5409Allison (Oppose)I have been riding horses in this arena since I was toddler. Please let it stay. dee kenville (Oppose)Please don't take another horse facility away! They are getting to be precious few these days!!! Thank you!Billy (Oppose)You can’t take the horse arena away, where do the horses run if there is a fire? The answer is not close enough so you have to keep it! This has to be against the law. Erin Seem (Oppose)This park is used by so many equestrians . It should not be replaced by anything. There must be other properties that could support a soccer field. They are a unique and important part of our south bay chula/bonita lifestyle. Michelle Harms (Oppose)Hello, I oppose the Rohr Park plan that eliminates the equestrian arena. Respectfully, Michelle HarmsChris Flatmoe (Oppose)Hello Chula Vista Decision Makers, The purpose of this comment, thank you for allowing public comment) is to express my concern about closing the horse back riding arena in Bonita. Best, ChrisMichael Macias (Oppose)As a longtime resident in the South Bay Area I have very fond memories of my dad taking us to ride and admire the beautiful horses that ride through the park. I have been taking my children there also and would like to take my grandchildren there. It would be a shame for the city to take that away from our community. I strongly OPPOSE to that decision. There are many other cites that can be used for soccer fields though out the city. I ask to Please re consider. Respectfully, Michael Macias Kristen Gillsey (Oppose)The horse park is more necessary than the soccer fields. Especially for their safety during wildfires. Soccer fields are already abundant. Maria Kamille (Oppose)I want my babies to ride horses, keep the horse arena! Calvin Rucker (Oppose)One of the nice aspects of running in Rohr park is seeing horses in the horse rings. It gives you a feeling of open spaces, it would be a shame to lose this aspect of Rohr park.E (Oppose)I want my grand kids to be able to learn to ride in Rohr park.Fernando (Oppose)Bonita is known for having horses for many many years now and with so much memories that arena is dear to many of us who learned how to ride a horse there, to socialize with others who have horses and where we feel safe using our horses and horses feel free and have fun with other horses. I oppose the idea of making a baseball field giving the fact that theres so many other places in that park to do that project in. Making that field is like destroying years of memories, sweat and tears, to many this arena means more than you think. Shelby Beard (Oppose)I remember when my Uncle and Aunt first moved to Bonita from Balboa. Leave Rohr park with the arenaBill (Oppose)It is rather odd that powers that be would take a facility dedicated to horsemanship in all its glory and spin it off to become a soccer facility of which there are many. Horsemanship facilities are very limited in number and areas zoned for horses. There are many soccer fields in the area! This projected move does not seem to serve the residents in the equine zoned area of the county! It does make one wonder why!Kevin Smith (Oppose)Keep the equestrian arena. No brainer. How many MORE soccer fields do we need? We.have plenty that aren't used. Convert one of those.Dennis Avalos (Oppose)Bonita is zoned for horses and the horse arena at Rohr Park is the only arena where we can take our horse to exercise the safely, teach our kids to ride and let them be what they are: horses. You are not being fair to people who have paid taxes for years. Alexandra (Oppose)This is an important arena to the community and removing it would be detrimental to kids, families, and horses. Kenton Jones (Oppose)Remove your equestrian facilities at great peril. You will lose your uniqueness and become a cookie cutter town.Andy Randazzo (Oppose)I oppose the removal of the horse Arena. Where is the near by alternative?B kneeshaw (-)Can't believe wanting to replace the arena . Totally oppose another soccer field. Austin Jett (Oppose)Save the money no change. The city doesn't realize how many people use it and enjoy seeing the horses. The soccer field already has lots of capacity not fully utilized as it is.Manuel Vàlle (Oppose)Leave the equestrian alone. Soccer fields are abundant everywhere. Horse arenas are not.Caitilin Jett (Oppose)I love seeing horses at the arena! I think it’s a big part of what makes Bonita special Cal and sets it apart from other communities. There are so many citizens that have horses. They should keep their access to the public space. You can have a soccer fueled anywhere. Please keep their charm of the arena and the horses and their families that go to run and play there. Lastly, every time I’ve been there, neighbors walking by always stop and chat and enjoy watching the horses. It serves the community as an equestrian arena and should remain for equestrian use.Rich (Oppose)Public access for horse owners is nearly impossible to replicate once a facility is removed. For many local families, kids, therapeutic riders, or people who board their horses elsewhere, this park and its arena are the only place to ride, train, or socialize their horses. Instead of erasing that resource, we should revamp and maintain the park’s existing equestrian amenities improve footing, fences, trails, and repair the arena if needed Please keep this park as a horse-friendly space.Jay (-)Life without horses is no life at all!!! Richelle Farley/SSC Pres: (court papers, she filed 7/15/24): “THE SSC competition arena was NEVER a Parks & Recreation public access arena.” ...is not only false, it is legally impossible under the binding documents governing Rohr Park. The Record Needs to be Corrected. "the Arena Was “Never” Public Access" This assertion is demonstrably false 1️⃣ The 1984 County–City Quitclaim Deed “shall forever be operated exclusively for public park, . . . for the benefit and use of all.” 2️⃣ Ca. Civil Code §660 Permanent fixtures- part of the real property. The arena is a public recreational facility , not a private one. 3️⃣ Ca. Public Resources Code §§5400–5409 Richelle Farley’s claim that the arena “was never public access” is: ❌ contradicted by state law ❌ contradicted by the deed ❌ contradicted by the City’s own codes ❌ contradicted by 40+ years of actual usage ❌ contradicted by SSC’s own long-standing practice ✔ refuted by binding legal fact Short version: Rohr Park is not private land. The arena is a fixture of a deed-protected public park. Locking the public out was unlawful. Threatening to destroy the facility without public process is unlawful. And no club can rewrite history by asserting otherwise. Know your Rights. Darrell Jett (Oppose)I oppose removal of Rohr Park Equestrian arena. 1. Proven large animal fire evacuation site 2. Thank you for your attention.Karlie (Oppose)I have been going to this arena since I was a kid and have rode horses there every year. Throughout my career, I had the privilege of working with many Filipino students. They were consistently respectful, hard-working, and engaged learners. Their behavior reflected strong family values, dedication to education, and a spirit of cooperation that enriched every classroom they were part of. Based on these experiences, I fully support naming a park in honor of this wonderful community of citizens.Darrell Jett (Neutral)Chula Vista City has 85 multipurpose fields and only one equestrian arena. As Winston Churchill said, “There is something about the outside of a horse that is good for the inside of a person.” Please keep the Rohr Park horse arena for future generations.Darrell Jett (Oppose)What are your votes on destroying a cherished community gathering place where horses are safely turned out, where generations have learned to ride, and where Rohr Park offers something truly unique in all of Chula Vista? Right now, it appears that answer is: not you — because you're not here.Darrell Jett (Oppose)Item 5.2 Rohr Park Masterplan. Where is the community alert to the upcoming removal of the Rohr Park loved equestrian arena by the community. Maintenance costs include staff remove trash from the 3 garbage cans. Waste of tax money to removed cherished spot for local and visiting riders from Lakeside and Tijuana river valley. Tax payer waste of money to build something new. Female dominated sport over 75% nationally. Not being a good neighbor to Bonita horse owners. Darrell Jett (Neutral)On many visits to Rohr Park with my grandchildren, we’ve walked across the grass fields from the yellow playground to the green playground. If metal traps are being used, they must be checked early in the morning and removed during the day, as children can easily find them and could be seriously injured.Darrell Jett (Support)I support a member who understands that the Rohr Park equestrian arena is a heritage space for horses, community members, and visitors. It reflects a diverse and inclusive park system second to none in San Diego County. This cherished arena has been a place where children and adults alike experience the timeless connection between horses and humans — a relationship that existed long before modern government and continues to enrich lives today.
