Meeting Minutes

Saturday, January 15, 2022 at 6:00 P.m. - 7:00 P.m.

Virtual, Via Teleconference

Present:

• Councilmember Cardenas, 
• Councilmember Galvez, 
• Deputy Mayor McCann, 
• Councilmember Padilla, 
• and Mayor Casillas Salas 

Also Present:

• City Manager Kachadoorian, 
• City Attorney Googins, 
• City Clerk Bigelow, 
• and Assistant City Clerk Turner 

Pursuant to the Brown Act and City Council Resolution No. 2022-009, and in the interest of public health and safety during the COVID-19 pandemic, members of the City Council and staff participated in this meeting via teleconference. Members of the public participated remotely and were not present in Council Chambers. All votes were taken by roll call and public comments were submitted electronically or otherwise in writing.

 

The City Council minutes are prepared and ordered to correspond to the City Council Agenda. Agenda items may be taken out of order during the meeting.

CALL TO ORDER

A special meeting of the City Council of the City of Chula Vista was called to order at 6:06 p.m. via teleconference and in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.

Councilmember Cardenas joined the meeting at 6:09 PM.

Councilmember Galvez joined the meeting at 6:09 PM.

Deputy Mayor McCann joined the meeting at 6:09 PM.

Councilmember Padilla joined the meeting at 6:09 PM.

Mayor Casillas Salas joined the meeting at 6:09 PM.

City Manager Kachadoorian joined the meeting at 6:09 PM.

City Attorney Googins joined the meeting at 6:09 PM.

City Clerk Bigelow joined the meeting at 6:09 PM.

Assistant City Clerk Turner joined the meeting at 6:09 PM.

ROLL CALL

City Clerk Bigelow called the roll.

Mayor Casillas Salas expressed appreciation to the citizens of Chula Vista for their understanding and patience during this crisis and to City staff for their assistance with trash pick-up throughout the City.  

Councilmember Padilla, provided an update regarding the mediation process for Republic Services announcing that Republic and Local 542 would be back to the table for negotiations on Sunday, January 16, 2022.

ACTION ITEMS

3.1

Ratification of the January 12, 2022 Proclamation of Existence of Local Emergency of the Director of Emergency Services of the City of Chula Vista and Report of the City Manager Regarding Status of Trash Service and Impacts on the Community

what about single family homes? we pay taxes too. trash day was last tuesday and nothing has been picked up. tomorrow is 12 days and trash bags are all over the street. no one responds to the emails sent to mayor or republic

Why can't the city contract with another county vendor for temporary or permanent services? Particularly for temporary services under an emergency declaration.

Mayor Salas, I disagree with your comment that the City should be involved with sanitation salary negotiations. The City should only worry the services that are provided. Salary negotiations are between unions and the company. Contract should support the citizens of Chula Vista with services rendered for payments made by the property owners.

Request City of Chula Vista to make sure any future waste contracts have harsh penalties if they do not provide required services. Act of god situations should only be weather related. Also, recommend that property owners do not get liens if they decide to stop service with any company in order to look for a different company. Like internet (Cox, ATT, etc).

Good evening city council I find it very disappointing that we are at this point with no concrete resolution to the trash issue. This council acted swiftly and boldly to vote to remove a statue from discovery park. But we have a public safety crisis, this council takes weeks to come to a resolution. I urge you to act swiftly and hire a new service company to handle the trash in Chula vista

City Manager Kachadoorian provided a report on the item and responded to questions of the Council.

Council discussion ensued.

City Attorney Googins provided clarification on the enforcement process and the process of ratifying the Proclamation of Local Emergency related to Republic Services waste collection interruption.

  To adopt Resolution No. 2022-010, heading read, text waived. The motion carried by the following vote:
