Thank you for taking action to specifically and intentionally support Chula Vista’s immigrant communities through the Welcoming America Network. The Welcoming City policies, requirements, and collaboration are needed to ensure a better life especially for vulnerable immigrant residents in Chula Vista. Once the JEDI program is up and running, a public process must be used to make decisions about evaluating next steps for ongoing programs to support our immigrant communities. Thank you again! Margaret BakerSouth Bay People Power supports this proposed HRC resolution. We call for a demonstrated commitment by the City of Chula Vista to achieve and maintain certification as a Welcoming City. This entails prioritizing policies and programs that protect immigrant rights and create opportunities that enable immigrant members of our community to thrive. It means communicating and engaging in open dialogue with community members, keeping commitments and holding city departments accountable through greater transparency, oversight and accountability. Unfortunately, we have witnessed several critical failures by the city to live up to the title it has proudly claimed for several years. We feel the oversight provided by Welcoming America will provide additional pressure on the city to listen when the community speaks up regarding issues such as the use of surveillance technology. Chula Vista is at a turning point with competing goals: Will we turn our back on our Welcoming City values – with real protections of the privacy and other civil liberties of families with mixed status members – and continue to move full steam ahead with invasive Smart City technology. To date, despite the work and suggestions of the Privacy and Technology Advisory Task Force, the city still has not corrected itself. It still has not instituted a process for review, approval, reporting and oversight of technology in the form of an ordinance. We need to recommit to doing better! The mantle of Welcoming City is an honor as well as a responsibility for any city that claims to care for its residents and wants to be designated as welcoming. The City should be held by the standards of this designation and follow the guidelines set by the Welcoming City network. To throw it out without a backup plan that is ready to be implemented is reckless.
